Born in 1980 in Tashkent. He is Uzbek by nationality and holds a higher education degree. He graduated from the University of World Economy and Diplomacy in 2000, Tashkent State University of Economics in 2002, and Tashkent Financial Institute in 2006. His specialties include international economic relations, public and local economy, and insurance. Member of the "Milliy Tiklanish" Democratic Party of Uzbekistan.
