The Director of the Human Resources Department organizes the execution of the following tasks:

  • Implementation of tasks and functions assigned to the department;
  • Development and approval of the department’s work plan;
  • In collaboration with heads of structural units: selection and placement of the company’s personnel, recruitment of young specialists and their assignment in accordance with their specialties and professions obtained in educational institutions, as well as organizing their internships and adaptation to operational activities;
  • Formalization of employee hiring, transfers to other positions, and terminations in accordance with labor legislation, regulations, guidelines, and orders of the company’s management;
  • Regular analysis of the dynamics of the personnel situation in the company based on the professional and qualification composition, development of forecasts for its changes and planned improvements;
  • Development of systems for personnel selection and placement using modern methods to assess employees’ professional and business qualities, as well as planning their professional growth;
  • Organization of general and professional adaptation for newly hired employees;
  • Formation of a personnel reserve at all management levels, targeted training based on individual plans, periodic evaluation of the personnel reserve, preparation of conclusions on their readiness to assume leadership positions, and organization of internships, staff rotation, and training in specialized courses;
  • Organization of employee certifications, analysis of certification results, development of measures to implement the decisions of the certification committee, and participation in preparing proposals to improve the certification process;
  • Implementation of professional training, retraining, and qualification enhancement for employees;
  • Organization of scientific and methodological support for personnel work using modern information technologies and automated systems, updating the material base, and introducing modern personnel management methods;
  • Coordination and oversight of the department’s staff activities, distribution of incoming documents and correspondence among employees;
  • Maintenance of timekeeping records, preparation, and approval of vacation schedules;
  • Ensuring the preparation of personnel-related reports and information required by labor, statistical, and other government authorities as stipulated by legislation;
  • Preparation of the company’s staffing schedule in collaboration with the relevant unit, submission for management approval, and making amendments in accordance with signed orders;
  • Organization of work with employment record books, including their receipt from new hires, accounting, storage, and issuance upon termination of employment relationships;
  • Ensuring the provision of certificates regarding employees’ work activities upon request;
  • Preparation of documents necessary for assigning pensions to the company’s employees;
  • Organization of the formalization and accounting of business trips;
  • Organization of control over compliance with labor discipline and internal labor regulations in the company’s structural units;
  • Ensuring compliance with the information confidentiality regime in the department;
  • Formation and storage of personnel documentation, archiving documents, and transferring them to the archive in accordance with the department’s nomenclature of affairs;
  • Timely and high-quality execution of relevant tasks outlined in the “Roadmap” for the transformation of “Uzagrosugurta” JSC, the introduction of corporate governance, and financial audits, in collaboration with the department’s employees;

The Director of the Department performs the following tasks:

  • Manages the department and its subordinate units, oversees the timely execution of tasks assigned to the department and instructions given to department employees.
  • Leads the development of business plan drafts to improve the financial condition of the Company, projects for annual insurance premium revenues, and manages the proper preparation and execution of consolidated income and expense business plans for branches in the Republic of Karakalpakstan, all regions, and the city of Tashkent.
  • Accepts quarterly and annual reports from the Board and all branches, conducts economic analysis of forecasted income and expense indicators, and submits proposals to management for improving performance indicators.
  • Ensures the correct calculation and formation of insurance reserves for each type of insurance and the Board’s insurance portfolio across all branches of the Company, and consolidates the Company’s insurance reserves.
  • Submits proposals to the Company’s management for approving, reducing, or amending the staffing schedules of the Board and territorial units within the employee headcount limit set by the Supervisory Board, and oversees the distribution of approved staffing schedules for execution.
  • Determines the loss ratio for types of insurance, organizes actuarial calculations for each type of insurance in collaboration with the Company’s departments and units to reduce losses, ensures the improvement of insurance tariffs and their implementation in branches in the Republic of Karakalpakstan, all regions, and the city of Tashkent.
  • Oversees the accurate determination of the portion of liability exceeding the limit retained by the Company for transferring contracts to reinsurance.
  • Ensures the determination of the reinsurer’s share in the total volume of transferred insurance obligations.
  • Calculates the adequacy of the Company’s solvency margin in accordance with the requirements of the Regulation “On the Solvency of Insurers and Reinsurers,” registered with the Ministry of Justice of the Republic of Uzbekistan on May 12, 2008, under No. 1806, determines the maximum allowable amount of obligations for individual risks and the total amount of obligations, and analyzes compliance with the requirements for the placement of the Company’s assets.
  • Based on the Methodological Guidelines for Calculating Insurance Tariffs in General Insurance and Life Insurance, approved by the Ministry of Finance of the Republic of Uzbekistan on November 30, 2007, No. SB16-02-32/415, and the Regulation on the Methodology for Calculating Insurance Tariffs, approved by the Chairman of the Company’s Board on March 1, 2015, determines the applicable tariff rates based on the loss ratio for types of insurance, oversees the execution of actuarial calculations in collaboration with branches, departments, and units to reduce losses, and submits proposals to management for improving insurance tariffs.
  • Ensures the timely submission of reports and information on the Company’s activities in the prescribed manner to the Cabinet of Ministers of the Republic of Uzbekistan, the Ministry of Economy, the Ministry of Finance, the State Insurance Supervision Inspectorate, the State Statistics Committee, tax authorities, banking institutions, and other authorized organizations.
  • In accordance with Article 61 of the Republic of Uzbekistan’s Law “On Insurance Activities,” organizes the engagement of an actuarial organization to provide actuarial services at least once a year in the manner established by the authorized state body.
  • Oversees the preparation and submission of necessary reports for concluding contracts with rating organizations and obtaining rating assessments.
  • Provides information related to their area of expertise to other departments and units of the Company’s Board.
  • Continuously studies the operations of foreign insurance companies to improve the Company’s business plan and prepares proposals for applying their experience.
  • Prepares materials for seminars and meetings and actively participates in them.
  • Is responsible for the execution of all letters, applications, and complaints received by the department. Additionally, demonstrates independent thinking, engages in creative self-development, thoroughly studies regulatory documents related to the department, contributes to their amendment and supplementation within the framework of current legislation, and participates in the development of their new versions.
